The Port of Tacoma $1 Billion Blair-Hylebos Project
Thais Howard, Port of Tacoma Project Manager for Electrical and Communications will provide an overview of the $1 Billion Blair-Hylebos Peninsula Terminal Redevelopment. The project will involve approximately 20 general contracts, and sub-contracts related to those.
Thais Howard will review the program. What is it? What is its impact on the area? What are the opportunities and what is the timing and procedure for those opportunities?

Building for the Future
The Port of Tacoma is redeveloping the Blair-Hylebos Peninsula to increase cargo capacity, clean up historic industrial contamination and better serve our community, customers and the Puget Sound economy well into the future.
Redevelopment plans include:
Relocating Totem Ocean Trailer Express (TOTE)
Building a new terminal for NYK Line
Improving road and rail connections
These developments will:
Increase capacity for growth and development in the Port’s industrial core
Create new jobs (NYK Line’s new terminal is estimated to create 3,200 new jobs in the state, with 1,800 in Pierce County, the rest outside the county)
Generate more than $19 million in taxes ($4.8 million in local taxes, $14.7 million in state taxes)
Clean up contaminated sites and return to productive use
New terminal developments along the Tacoma Tideflats peninsula have been planned for almost 20 years. With the 2009 cleanup and construction kickoff, Pierce County will begin to see the benefits of these plans in new business, more jobs and the foundation for future growth. It’s about creating a sustainable future.
Relocate Totem Ocean Trailer Express (TOTE) Terminal (2009 – 2011)
Located near the north end of the Blair-Hylebos Peninsula, TOTE is a “roll-on/roll-off” cargo operator that transports vehicles and truck trailers carrying containers or bulk shipments. This project will relocate a redesigned TOTE terminal to the tip of the peninsula, making way for a new terminal to support NYK Line in TOTE’s current location. Plans include:
Relocating the redesigned TOTE facility
Extending north end of the peninsula 6.4 acres
Widening the Blair Waterway to accommodate larger ships
Incorporating low impact development concepts for stormwater management
Creating a new sub-tidal aquatic habitat at the north end of the peninsula
Build Terminal for NYK Line (2010 – 2012)
NYK Line, one of the world’s leading transportation companies, announced in summer 2007 that it planned to build a 168-acre container terminal at the Port of Tacoma. Under the name Yusen Terminals Tacoma Inc. (YTTI), the NYK Line project includes:
Building two berths, with room to add two more
Incorporating an on-dock intermodal rail yard with the ability to handle full-unit trains
Widening the Blair Waterway to accommodate larger ships
Incorporating low impact development concepts for stormwater management
Proposing environmentally friendly LEED-certified buildings and on-shore plug-ins for ships at berth
Creating portions of a new sub-tidal aquatic habitat and beach restoration project in Commencement Bay
Improve Road and Rail Connections (2009 – 2013)
The Port of Tacoma relies mostly on rail to move large amounts of cargo quickly, efficiently and more environmentally friendly from the terminals. The projects provide important infrastructure to support that model. It realigns and extends existing roadways, expands rail corridors, separates key road and rail intersections, and relocates and extends utility systems. Plans include:
Separating road and rail at Taylor Way
Improving intersections along Taylor Way
Improving electrical transmission and distribution systems
Reconfiguring and expanding railroad lines
Estimated cost: About $1 billion
